Use a response rate you can compare
A response rate only has meaning with its denominator. Decide whether you count delivered invitations, all eligible recipients, or another defined group. Excluding bounces may be appropriate for a delivered-invitation rate; state the method when you share the result.
Compare surveys with similar audiences, channels, timing, and completion rules. A short in-product survey and a post-event email survey may produce different rates for reasons the percentage alone cannot explain.
